The purpose of a Safety Instrumented System (SIS) is to reduce the risk that a process may become hazardous to a tolerable level, through its Safety Instrumented Functions (SIFs). The amount of risk reduction that a SIF can provide is represented by its Safety Integrity Level (SIL). Therefore, a SIL assessment determines the effectiveness of safety systems based on the probability of tolerable incidents that can occur within a number of processing demands.
A SIL assessment is a formal classification method that provides a record of a quantified valuation of the probability of failure on demand of a safety system taking account of the consequences of the failure of the Safety Instrumented Functions. Implementing a SIS, and therefore selecting a SIL, should involve the consideration of relevant laws, regulations and national and international standards. The International Electrotechnical Commission (IEC) has created two documents; the IEC 61508, which is an international standard for the “functional safety” of electrical, electronic and programmable electronics equipment and the IEC 61511, which is the process-sector specific standard. Therefore, applying these globally recognised standards to a process industry that involves hazardous operations and may lead to various hazardous events in case of a SIF failure is necessary and plays a crucial role in mitigating or even practically eliminating the likelihood of a hazardous scenario.
